  1. ATV’s on state lands for mobility-impaired people only.

    Basically, you’d have to have a handicapped tag to ride on state lands.

    Over in NY, I think there was a court case on this use, and the handicapped folks won.

    Accessibility is important, and ATV’s might provide it for those who can’t otherwise enjoy wilderness.
