The H.520 Plan

Let's look ahead to just how the H.520 fight could play out in the coming weeks. As I've said, the big mistake of the announcement was twofold; one, that it let many of the supporters feel left out in the cold scratching their heads (and greenvtster is mistaken, only in that leadership had up to that moment, very much been in coordination with the base on this), and two; that the timing was premature and gave the appearence of capitulation, and therefore - weakness (and you never want to show weakness at a time like this).

Still, it was a strategic move, and if you still doubt that - consider how this could now play out.

Leadership holds the veto vote and comes up short. They then do what they've suggested; vote to suspend the rules and modify the bill, putting off the funding schema until January. This bill - a new bill - passes with a simple majority.

Then we go through it again - the new bill goes back to the Governor's desk where he can sign it, veto it, or allow it to become law without his signature. WIthout the funding scheme, the pressure will be a lot greater than it was before -especially since his "unfunded mandate" and "bureaucracy" excuses are so thin, they're falling completely flat.

But let's say the Governor vetoes it again. The Dem leadership then has the option - even the responsibility - of calling another override session. When? Check your calendar, folks, we're talking September again, when we can have all hands on deck - and with a bill that, in theory, many of the opponents have indicated they'll support. With all its policy provisions intact. And the whole thing keeps the issue alive and active in the public debate leading up closer to the election season.

The problem is we've become conditioned to see every move of the leadership as a failure (and the anti-Dem crowd gleefully exploits that), and in this case - at least in the big picture - it's just too early to tell.

That's a good vision and a helpful way to look at how the strategy might play out. It could work out pretty well in the end for this bill, and maybe keep the base energized.

I agree with what (I think) you are saying; that leadership WAS well coordinated with the base up until the concession. My point remains that a) there was an opportunity to expand engagement beyond "the base" to draw from beyond the activist crowd, and b) even the base was dropped in the end.

Again, this issue, in my eyes had the potential to draw a larger circle of voters into committed, engaged activism, and I don't see that we have the kind of leadership that recognizes that, or is able to run with the opportunity. I wish we did. I like to think big.

This thinking sounds much more like the author than the Dem. leadership (?). If the planning you attribute to them is real; they have been underestimated. However, I suspect one can never be wrong in underestimating the capacity of our current legislative strategists. The good news is they may see the wisdom of your thought and adopt it belatedly.

Some of the basics (the suspension of rule plan) did come from folks connected to the Leg.... the longer term stuff, including the timeline, is as you say, me waxing optimistic.

Gee, ya think? Now why would that be? What leadership? That's magnified even more when you consider the how big the Dem majority is and they still can't stand up to the Gov. The time for cutting them some slack has long since passed, my friend. We don't need to be 'anti-Dem', more like we need to be anti-chickenshit. Hrrmmph.

You just do your thing. How can anybody not respect that? But there are plenty who see the discrediting and dismantling of the Dem Party as a, even the primary goal, and my point is that those folks have a vested interest in calling everything a disastrous failure whether or not its actually true. And that's just propoganda. For the rest of us, we're a lot more effective when we tell 'em when-and-how they screwed up when they actually do. Don't worry, they give us plenty of opportunities. We don't need to be making more up.

The problem with this 'plan' is that the suspension of the House rules takes a three-fourths vote of the legislators present -- an even higher bar than the two-thirds required to override the veto. Without the Governor's endorsement of H.520 minus the energy-generation tax-equalization clause, suspending the rules has a snowball's chance, and everybody who does the arithmetic gets that.

So the second half of your scenario just isn't realistic, Odum. We could wish, but the R flock won't go there without the Gov (and his henchmen).

And it's going to be much harder to do this bill with or without the tax equalizer in January.
